North Carolina Gov. Roy Cooper has signed a law making it permanent for restaurants and bars to sell alcoholic drinks for carryout or delivery. In a significant move for North Carolina's food and beverage industry, Governor Roy Cooper has signed a new law permitting the sale of take-out and delivery cocktails. This legislation aims to support local restaurants and bars, providing them with an additional revenue stream, especially as they continue to recover from the impacts of the COVID-19 pandemic. Here's everything you need to know about this new law and the rules consumers must follow.
What the Law Entails Don’t be fooled by the image above. No one is dropping cocktails on your front porch without a lid and an ID check. The newly signed legislation allows restaurants and bars with the proper permits to sell mixed alcoholic beverages for off-premises consumption. This move is expected to help boost sales for many establishments that have struggled to stay afloat due to reduced foot traffic and capacity restrictions.
Rules for Consumers fWhile this law introduces an exciting convenience, there are specific rules consumers must adhere to ensure safety and compliance:
Age Verification: Consumers must be at least 21 years old to purchase take-out or delivery cocktails. Establishments are required to verify the age of the purchaser, either through an online platform for deliveries or in-person for take-out orders.
Sealed Containers: Cocktails must be sold in sealed containers. These containers must be designed to prevent consumption while driving, ensuring the safety of all road users.
Purchase Limits: There are limits on the quantity of alcohol that can be purchased. Consumers are allowed to buy up to two cocktails per meal. This restriction is put in place to discourage over-consumption and promote responsible drinking.
Accompanied by Food: Alcoholic beverages can only be sold in conjunction with food. This means that every cocktail purchase must be accompanied by a food item, ensuring that patrons are consuming alcohol responsibly.
Delivery Regulations: Delivery drivers must be at least 21 years old and will need to verify the age of the recipient upon delivery. If the recipient appears intoxicated or cannot provide valid ID, the delivery must be refused.
Hours of Sale: Take-out and delivery cocktails can only be sold during the same hours that on-premises alcohol sales are allowed. This means that late-night purchases, outside the regular operating hours, are prohibited.
Benefits for Local Businesses The law is designed to offer a lifeline to many struggling businesses by providing an additional revenue stream. By allowing take-out and delivery of cocktails, restaurants and bars can attract more customers who prefer to enjoy their favorite drinks at home. This is particularly beneficial for establishments that have had to reduce their indoor seating capacity or close their doors temporarily due to health and safety concerns. Governor Roy Cooper's signing of the take-out and delivery cocktails law marks a progressive step for North Carolina's hospitality industry. It provides much-needed support to local businesses while ensuring that consumers can enjoy their favorite drinks responsibly and safely. By adhering to the outlined rules, North Carolinians can help their favorite establishments thrive in these challenging times. As this new law rolls out, it's essential for consumers to stay informed about the regulations and practice responsible drinking habits. With the right measures in place, this initiative can significantly benefit both the economy and the community. Cheers to supporting local businesses and enjoying your favorite cocktails from the comfort of your home!
